Cybernetica AS is an Estonian technology company headquartered in Tallinn, established in 1997 as the successor to the applied research unit of the Institute of Cybernetics of the Academy of Sciences of Estonia (founded 1960). The company is best known for developing X-Road, the secure data exchange layer that forms the backbone of Estonia's e-government infrastructure, as well as Estonia's internet voting (i-voting) system.
